Cambridge Energy Alliance is staffed by a core group of individuals with practical and academic experience in the energy sector, together with demonstrated expertise in managing large-scale energy projects and environmental programs on the community and state levels.

Rob Pratt – President
Rob Pratt became President of Cambridge Energy Alliance in May, 2009. He previously served on the Board of Directors and as Senior Vice-President of the Henry P. Kendall Foundation and Director of the Massachusetts Technology Collaborative’s Renewable Energy Trust—the state’s $250 million clean energy fund. Rob brings 30 years of renewable energy and energy efficiency experience in the private sector, government, and various non-profit organizations.
Mr. Pratt is Chairman of the Board of the International Institute for Energy Conservation (IIEC), promoting energy efficiency policies and their implementation in developing countries, a non-profit organization which he founded in 1984. He serves as Treasurer and is on the board of the Alliance to Save Energy (ASE), the largest non-profit organization in the U.S. solely dedicated to the promotion and acceleration of energy efficiency. Rob is also on the Board of the Clean Energy States Alliance (CESA), the organization of 17 renewable energy state funds; and is Chairman Emeritus and a member of the Advisory Board of the American Council On Renewable Energy (ACORE), a non-profit organization based in Washington, D.C. focused on bringing renewable energy into the economic mainstream in the U.S. Throughout the 1990s, Rob was Chairman and CEO of Energia Global International, Ltd. (EGI), one of the leading renewable energy development companies in Latin America, with hydroelectric, wind and distribution assets in Costa Rica, Guatemala, El Salvador and Chile. He received an MPA degree from the John F. Kennedy School of Government at Harvard University, a JD degree from Georgetown University Law Center and a BA degree from Wesleyan University.
Paul Gromer – Vice President
Paul Gromer is former Commissioner of Energy Resources for the Commonwealth of Massachusetts, Chairman of the Massachusetts Energy Facilities Siting Council, and interim president of CEA. Since founding Peregrine in 1992, Mr. Gromer has assisted numerous clients in matters regarding utility regulation, energy efficiency, market analysis, and renewable energy, and has spoken widely on these issues.
Mr. Gromer is an attorney who has represented clients before public utility commissions in Rhode Island, Massachusetts, Maine, Connecticut, New Hampshire, Pennsylvania, and New York. He specializes in helping clients to understand the current regulatory landscape and in developing creative regulatory proposals to advance client objectives within that landscape. Mr. Gromer is a trained mediator and is a graduate of Middlebury College and Harvard Law School.
Deborah Donovan – Director, Energy Markets
Ms. Donovan is a senior professional with over 25 years experience in environmental advocacy, electric power, and consulting organizations. Deborah has served as CEA’s Program Manager since 2007. Deborah’s expertise includes climate change solutions; renewable energy, energy efficiency, and air quality policy; electric power market regulation; market-based environmental program design and implementation; integration of environmental compliance and electric power generation; and management of pilot air quality programs.
Prior to joining the Cambridge Energy Alliance, Deborah served for six years as the Northeast Energy Project Manager for the Union of Concerned Scientists (UCS). From 1998 to 2000, Deborah was Senior Project Manager in the environmental economics consulting practice of Abt Associates. Deborah was a Senior Environmental Analyst with the New England Electric System’s power generation business from 1992 to 1998. Deborah also held various positions in consulting organizations, including The Cadmus Group, Putnam, Hayes, and Bartlett, and GCA/Technology Division. She earned an Environmental Economics B.S. from the University of Massachusetts at Amherst and a Master’s in Public Policy from the Kennedy School of Government at Harvard University.
Lilah Glick – Director, Community Outreach
Lilah Glick has has over 8 years experience in coordinating environmental advocacy and community development projects. Lilah comes to CEA from Clean Water Action’s Boston office where she was the Global Warming/Clean Energy Outreach Coordinator. Ms. Glick advocated for climate and energy policy in the commonwealth and worked in local communities to promote renewable energy and energy efficiency solutions.
Prior to serving as a clean energy advocate, she worked as a Development Associate for a non profit Internet Service Provider to promote low income/ rural access to wireless services. Ms. Glick received her Master’s degree in Community and Regional Planning from the University of Oregon and a Bachelor’s Degree in Economics and International Political Science from the University of Oregon. She also served for two years as a Peace Corps volunteer in Nicaragua as a small business coordinator and as an Americorps Community Organizer for the city and school district of Falls City, Oregon.
Garrett Anderson – Director, Efficiency Projects & Energy Advisor
Garrett Anderson comes to CEA with five years experience in building and administering energy efficient construction projects. Prior to joining CEA, Garrett worked as a contract administrator for Cambridge Housing Authority where he led several energy savings capital projects in Housing Authority developments. Before moving to Cambridge, Garrett built highly energy efficient homes for Habitat for Humanity as an AmeriCorps Volunteer in Denver, Colorado.
In addition to his experience in the housing sector, Garrett has worked on political databases and provided support to campaigns across the country during the 2008 presidential election. Garrett earned his Masters in Public Policy from Harvard’s Kennedy School of Government and his B.A. from Columbia University.
Jerrad Pierce – Technologist
Jerrad Pierce develops and maintains CEA’s information systems, including a range of mapping tools. In addition, he conducts research on efficiency innovation and dissemination. Author of the Cambridge Green Map, Jerrad also oversees several functions at a local non-profit promoting science education.
Mr. Pierce received an S.B. in Urban Studies and Planning from the Massachusetts Institute of Technology, and is presently pursuing an M.A. in Environmental Policy and Planning at Tufts University.
